Issues To provide General Council with a report on CREATE

After consideration by the CREATE Board and ANTA, and with the agreement of the Ministerial Council, the Recreation component of CREATE has withdrawn from the ITAB which will now revert to representing the cultural industries. The cultural industries Board representatives have been appointed to an interim Board for six months and met on February 19 to consider future directions and operations.

CREATE has recently completed a consultation paper on an assessment and recognition system for the cultural and recreation industries. An assessment system is the mechanism which ensures that all assessment decisions made by assessors, whether they be industry assessors assessing on-the-job or teachers/trainers assessing off-the-job, are made consistently, and are reliable, fair and valid. There is a possibility that in the next stage of the project the model will be piloted in the lis sector.

The VET plan for 1997-98 has been finalised and forwarded to ANTA. The plan seeks funding for the revision of the lis competency standards and development of all other elements of the training package.

Recommendation That General Council receive and note the report on CREATE Australia
