1999 membership fees

Issues At its July meeting each year General Council sets membership fees for the Association for the following year. A paper outlining proposed membership fees for 1999 is attached.

In determining fees General Council considers movements in the CPI over the four quarters from the previous March to March inclusive. Fees set for 1998 (rounded to the next dollar) were based on a 1.4% increase in the CPI from March 1996 to March 1997. However, for the four quarters from March 1997 to March 1998 there has been a 0.2% decrease in the CPI. As a decrease in CPI has occurred during the relevant four-quarter period, it is proposed that 1999 fees for personal, voucher-only members, voucher handling fee, and sections and special interest groups be retained at 1998 levels as tabulated below:

Categories and fees for full institutional membership as they currently stand in 1998 are outlined below:

An examination of the categories and fee levels for full institutional membership indicated that some categories were very broad and that this has consequences for the recruitment and retention of full institutional members, particularly smaller institutions such as school libraries, which often work on a limited budget. In 1998 a total of 47 school libraries hold full institutional membership of ALIA. This represents a very small percentage of school libraries in Australia.

The current fee scale (as it is established) requires the same membership fee from institutions with moderate to very large budgets. This too has consequences for recruitment and retention of full institutional members as institutions assess budgetary commitments. It is believed that a fee schedule which expands the number of categories of full institutional membership would encourage institutions, particularly those with moderate resources, to join or renew membership of an Association which recognises the budgetary constraints within which many institutions work.

It was further noted that as a special undertaking in the Memorandum of Understanding (MOU) signed by ALIA and ACLIS in moving towards a new peak body for the library and information sector, it was agreed by the two organisations that:

'Financial members of ACLIS at 30 June 1998 will be deemed to be financial members of ALIA to 31 December 1998.'
The ACLIS schedule of fees for 1997-98, taking into account the categories defined therein, was compared with the categories and schedule of fees for full institutional membership in 1998. To encourage those ACLIS members who are not also ALIA members to retain financial membership of ALIA from 1 January 1999 and to encourage institutions with limited budgets to experience the benefits of full institutional membership, the following fee categories and fee schedule for full institutional membership are proposed for 1999:
